"Nothing arouses greater community indignation than the sex crimes against young girls which occasionally are brought to public attention. Few persons realize, however, that these crimes are well-nigh of daily occurrence in every large city, and of proportionate incidence in smaller towns and rural areas. And still fewer stop to consider what lies back of these youthful ltragedies; that the random instance of which we read in the newspapers or otherwise hear is but the boiling over of social ills and evils that are constantly brewing. All who are immediately concerned with these cases, either personally or officially, have maintained a definite reticence, and in a laudable desire to protect the reputations of innocent victims, have shown a disinclination to discuss details of crimes which, looked upon solely as crimes, apparently did not warrant further attention than that of the police and the courts. The authors of this book believe, however, that an obligation exists to bring the light of day upon the situation, in order to stimulate concerted action and, if possible, to ameliorate the needless physical and moral sacrifices of the young girls thus exploited."
