Presenting "the truth about U.S. police operations in Latin America," the book "tells about how the CIA, the Pentagon, and hundreds of U.S. police advisors encouraged the overthrow of democracy in Brazil and set up a pattern for military takeovers in Uruguay, Chile, and Argentina." The focus of the book is Dan Mitrione, a U.S. police advisor from Indiana whose "job led him inextricably and without resistance into a web of brutality and torture"; the character played by Yves Montand in Costa-Gavras's 1972 film STATE OF SIEGE was based on Mitrione.
