Kelly was commander of Japtan Island in the Marshall Islands, where he witnessed 22 nuclear blasts during 1958; later diagnosed with cancer, he went on to become "the first person in American history to win a pension after discharge for a disability incurred while on active duty." Saffer had been a newly commissioned marine lieutenant when he participated in three detonations in Nevada in 1957.
