Rand is "the head of the DCC -- the Department of Concealed Communications, a top-security section established by British Intelligence in 1963, shortly after the Profumo scandal, [and] is an outstanding codebreaker-cipherologist-cryptanalyst, doing a kind of 'pure' detective work," while Nick Velvet is "a unique thief, a choosy crook who steals only the improbable, the bizarre, the baroque." This was the "first book publication" of these stories, although it's to be noted that "book" in this case refers to the same type of binding and printing as a digest-size pulp magazine, e.g. Ellery Queen's Mystery Magazine. The introduction also lauds the author's record as a contributor to EQMM -- 59 stories over the course of just nine years! -- and presents a brief summary of his life and work.
